Meet the experienced and friendly doctors and staff who make Wallowa Valley Eye Care a proud provider of vision care products and services in Enterprise.


J. Troy Bailey, OD

Dr. J. Troy Bailey attended Pacific University and completed his Bachelor of Science degree in Vision Science, as well as Pacific’s College of Optometry, and graduated in 1995 with his Doctorate of Optometry. He is certified in the Treatment & Management of Ocular Disease. Dr. Bailey is experienced in the treatment of glaucoma, macular degeneration, diabetic eye care, and dry eye syndrome. He co-manages cataract and Lasik refractive surgeries with ophthalmologists in surrounding areas such as Walla Walla, Boise, Lewiston, Tri-Cities, and Portland.

Dr. Bailey has been practicing optometry in beautiful Wallowa County since he purchased Winding Waters Eye Clinic in December of 2003. He opened his new office, Wallowa Valley Eye Care, in 2012.

Dr. Bailey has been recognized by the American Optometric Association for his loyal and dedicated service to the optometric profession as well as the Lion’s Club for his dedication and generosity to the community.

Throughout the years, Dr. Troy and his wife, and two lovely daughters, have enjoyed going on mission service trips, both in the states and abroad.

When he’s not seeing patients, his hobbies include golfing, making music, riding his motorcycle, and spending time with his family.


Janice, RN, Office Manager

Janice is the office manager at Wallowa Valley Eye Care. Janice has previous management experience as the Women’s Center Director in Walla Walla, WA. She also has 2 practice management certificates she has completed in 2020 and 2021. Janice has a passion for helping people and she enjoys working with our staff members to make our environment patient-friendly and a positive experience. She is happily married and enjoys being a mother and grandma.


Sandy, Receptionist, CPO

Sandy is our receptionist and CPO and greets every person who walks in the door with a smile. She schedules appointments and tests and keeps all the necessary paperwork organized. She is good at letting patients know what to expect during their appointments and keeping the schedule moving smoothly. Sandy has three kids and eight grandkids that she loves spending time with.


Gaylon, CPOA, CPOC, JCAHPO, Certified Optician

Gaylon is one of our ABOC-certified Opticians, who assists our patients in selecting their glasses, ordering, repairing, and adjustments of glasses. She also works in the capacity of a technician helping our doctors with specialized testing. When she is not working, she enjoys spending time with family and friends.


Tansy, Certified Optician, ABOC and CPO

Tansy has two certifications, ABOC and CPO, and she works with our patients to discuss different types of lenses, tints, frames, and eyewear available that will suit each individual lifestyle. She is well-versed in education and training regarding contact lens wear. Tansy has worked with Wallowa Valley Eye Care since it was in its old location and made the transfer with us.


Abby, Receptionist

Abby is one of our receptionists here at Wallowa Valley Eye Care. Abby also verifies insurance for patients before their appointments. She is one of seven children. In her free time, she enjoys singing with her family and friends, reading, and learning new songs on piano.


Kris, Communications Specialist

Kris is our communications specialist at Wallowa Valley Eye Care. She makes sure statements are mailed and handled in a timely manner. Kris has experience as an office manager for the past 30+ years and is new to the eye care industry in 2024. She enjoys spending time with her family including 2 delightful grandchildren.


Kayla, Optometric Assistant

Kayla is our optometric assistant at Wallowa Valley Eye Care. She enjoys helping others and has many years of working in the medical field, which is an asset to us. Kayla has 2 lovely children. In her free time, Kayla enjoys being outdoors.


Madison, Communication Specialist

Madison is new to our team at WVEC. Madison grew up in Michigan near the Grand Rapids area. She moved here her junior year of high school. In her free time, she enjoys reading and crocheting.
